type regedit in the Run..

 

Find the key  below..

 

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main

Right Pane , right click on  window title and modify the value data to "SANDI's PAGE ....    "

 

Close the editor

 

Open the IE, u can see the the title changed
