Dileep,
Some malware will prevent msconfig, regedit and other diagnostic tools
from being used to remove the malware. Get a spyware scanner and go to
work. If that isn't it, then you need to "expand" msconfig.exe from your
XP source, either the \i386 folder or your CD.
 
It's a compressed file (MSCONFIG.EX_ ) in the CD. Open Command Prompt window and type:

Expand X:\i386\MSCONFIG.EX_ -r C:\Windows\PCHealth\Helpctr\Binaries
(Where X:\ is the CD-ROM drive letter)

If MSCONFIG.EXE is extracted and still the problem persist, run a full system scan with an anti-virus software. (keep it updated).

[The following viruses delete Regedit.exe, Regedt32.exe, Msconfig.exe, Taskmgr.exe]

Also  do the following
A quick workaround is to rename the files and run them. Extracting new copies of these files with the same name may not help. Rename these utilities and run them or use MS-MVP Doug Knox's Emergency Msconfig, Regedit, Task Manager utility. This utility creates usable copies of MSCONFIG, REGEDIT AND TASK MANAGER by creating copies of the actual files to C:\EmergencyUtils folder.
